On April 10 2019, President Donald Trump issued “Executive Order on Promoting Energy Infrastructure and Economic Growth.”
As background, the president issues Executive Orders with full force of law, directing specific actions to the Executive Branch of the US Government. They are increasingly used by both Democratic and Republican administrations as vehicle that quickly mobilizes action versus the log jammed Congressional legislative process. They are not a new governance vehicle.
This Executive Order contains 10 sections, most of which are no surprise and consistent with the Trump Admiration statements and campaign. They are issue targeted to improving infrastructure supporting US energy independence. Common themes are promoting private investment, timely permitting on Clean Water act, updating Safety Regulations for LNG transport, master agreement for Rights-of-Way for energy infrastructure, eliminating barriers to a national energy market (specifically citing New England states), and intergovernmental assistance reforms to link states and federal government on these issues.
